Government Agencies Resource Panel for Local PTAs and Councils

Hear directly from state agencies about what you need to know about running your PTA and maintaining compliance with Washington state laws.
Invited agencies include the Secretary of State, Department of Revenue and IRS. There will be an opportunity for some Q&A following the presentation.

Constance Parbon, Public & Government Affairs Administrator – Office of the Secretary of State
Constance Parbon is the Public & Government Affairs Administrator for the Washington Secretary of State’s Corporations and Charities Division, where she has proudly served for nine years. Passionate about connecting with people across Washington State, Constance drives programs that make a real difference: helping small businesses navigate state compliance, guiding nonprofits and charities in effective governance through Assured Impact, and empowering consumers to make informed giving choices through Assured Giving. She achieves this through strategic partnerships with the Office of the Attorney General’s Consumer Protection Division and the Small Business Liaison Team, a network of over 25 state agencies working together to support Washington Small Businesses.
Quinn Dickason, Education Coordinator – Department of Revenue
As an employee of the Department of Revenue, Quinn Dickason has more than 20 years of experience with state taxes. She spent her first 15 years with the department as an auditor. In that role, she worked with a variety of businesses to verify the accuracy of their excise tax returns. Now as Education Coordinator, she helps businesses find the answers they need to report correctly every time.
David Higgins, Tax Specialist – IRS
David works for the IRS in the Communications and Liaison Division as a Tax Specialist in Seattle, WA. David serves as the primary IRS contact to community, industry, and business organizations throughout Washington and Alaska. David educates on a variety of tax topics to all taxpayer communities, including employers, community groups, small business resource partners and tax practitioner organizations. David began his career with the Internal Revenue Service in 2010, in Taxpayer Service, education, compliance, and tax law. Before joining the IRS, David served in the US Census providing outreach to community groups.
Beth Lehman, Customer Service Manager – Liquor & Cannabis Board
With over two decades of experience at the WSLCB, Beth specializes in the oversight of alcohol service at special events across Washington State. Her focus is primarily educational, partnering closely with nonprofit organizations to provide guidance and ensure compliance with state regulations. This regulatory expertise is informed by my prior hands-on experience working directly in the restaurant and bar industry for 25 years prior to working with the State.
